Whether he's caving to pressure, being misled by his advisors, having a change of heart, or just never believed what he said to begin with; he has flopped on this, and he's flopping on one of his main platforms for running. It's the ultimate betrayal to the people who voted for him that wanted an end to endless wars in the middle east. It just proves that democracy is a total failure.
